AP RERA – 50% Concession on Penalty for Delayed Submission of Pending QPRs

Notification / Circular No.: CIRCULAR NO.P/2/2026 dated January 12, 2026

Applicable Act / Rule: The Real Estate (Regulation and Development) Act, 2016 and Andhra Pradesh Real Estate (Regulation and Development) Rules, 2017

Applicable Section / Rule: Section 11(1); Section 61; Rule 15(1)(d)

Effective Date: January 12, 2026

As per the RERA framework, promoters are required to submit Quarterly Progress Reports (QPRs) within seven days from the end of each quarter. Earlier, Circular No. P/9/2025 dated April 11,2025 imposed penalties for delayed submission of QPRs. It was observed that several promoters failed to file QPRs within the stipulated timeline despite availability of submission link and penalty provisions. Therefore, the Authority has provided a one-time relief by granting concession on the applicable penalty for pending QPRs.

The Authority has decided to grant 50% concession on penalty applicable under Circular No. P/9/2025 dated April 11, 2025 for three months, i.e., from January 12, 2026 to April 11, 2026, as a one-time opportunity for all pending QPR projects.  If any pending QPRs are identified after April 22, 2026, stringent action shall be taken under Section 63 of the Act and applicable Rules, and the promoter shall be liable for penalty for every day during which such default continues, which may cumulatively extend up to five per cent of the estimated project cost. The Authority shall also publish details of pending QPR projects on its official website for information of plot / home buyers.
