Authorised Agencies for Issuance of Certificate of Origin under India-EFTA TEPA

Notification No. Public Notice No. 30/2025-26 dated October 29, 2025

Applicable Act/Rule: Foreign Trade Policy (FTP), 2023

Following the implementation of the India-European Free Trade Association Trade and Economic Partnership Agreement (India-EFTA TEPA), the Directorate General of Foreign Trade (DGFT) has formalised the list of agencies authorised to issue Certificates of Origin (Preferential) under this agreement.

DGFT has amended Appendix 2B of the Foreign Trade Policy (FTP) 2023 to include authorised agencies responsible for issuing Certificates of Origin for India-EFTA TEPA. The authorised bodies include:

  • Directorate General of Foreign Trade and its Regional Offices
  • Export Inspection Council and Export Inspection Agencies
  • APEDA for agricultural and processed food products
  • MPEDA for marine products
  • Central Silk Board, Coir Board, Development Commissioner (Handicrafts), Spices Board, Textile Committee, and Tobacco Board for sector-specific products
  • Zonal Development Commissioners of SEZs including Cochin, Falta, Kandla, MEPZ, NOIDA, SEEPZ, and Vishakhapatnam for products manufactured by SEZ and EOU units
