Auto-Approval of Incentive Bank Account and IFSC Code Registration Across Customs Locations

The Central Board of Indirect Taxes and Customs (CBIC) has issued Circular No. 24/2025-Customs to enhance efficiency in customs operations by introducing an automated system for approving Incentive Bank Account and IFSC Code registration requests across customs locations. This step builds upon the earlier Instruction No. 25/2023-Customs dated July 28, 2023, which laid down the documentation and approval timelines for AD Code and bank account registration for exporters.
Under the new mechanism, once a specific combination of Incentive Bank Account and IFSC Code is approved for an Importer Exporter Code (IEC) at any one customs location, subsequent registration requests for the same combination at other customs ports will now be auto-approved by the system.
The workflow for submission remains unchanged, but such auto-approved requests will bypass manual scrutiny by port officers. After system-based approval, the request will continue to be validated through the Public Financial Management System (PFMS) as per existing procedures.
