The Commission for Air Quality Management (CAQM) has noted that despite repeated advisories and state action plans, incidents of paddy stubble burning in Punjab, Haryana, Uttar Pradesh (NCR), Rajasthan (NCR), and NCT of Delhi continue to contribute significantly to air pollution.
The CAQM has now superseded Direction No. 84 dated October 10, 2024, and issued stricter enforcement measures. Deputy Commissioners, District Collectors, and District Magistrates of Punjab, Haryana, Uttar Pradesh (NCR districts), Rajasthan (NCR districts), and Delhi are authorised to lodge complaints before jurisdictional magistrates against nodal officers, supervisory officers, Station House Officers, or any other official failing to discharge enforcement duties.
This direction places direct accountability on field officials, ensuring strict compliance with the prohibition of stubble burning. State governments and district administrations must now not only implement preventive measures but also initiate prosecution where officials neglect their responsibilities.
