Background
The Central Electricity Authority (CEA), with the approval of the Central Government, issued the procedure for verification of captive status where generating plants and captive users are spread across multiple states. This circular aims to ensure that generating stations owned by Special Purpose Vehicles (SPV) identify units intended for captive use and communicate the details to relevant authorities for verification and regulatory compliance.
All generating stations owned by SPVs and seeking verification of captive status for FY 2025-26 are required to submit information regarding units earmarked for captive use. The details must be provided to the Verifying Authority, the concerned Distribution Licensee, and the Regional/State Load Dispatch Centre (RLDC/SLDC), as per the prescribed format. The format seeks information such as the name and address of the Captive Generating Plant (CGP), details of the owning SPV, type of generation (Thermal, Hydro, Renewable, etc.), installed capacity, grid connectivity, details of distribution companies where captive users are located, and unit-wise identification of capacity allocated for captive purposes. The intimation must be submitted for smooth verification of captive status under the Electricity Rules.
