CEA Guidelines for Automatic Weather Stations for Solar and Wind Power Plants

Notification/Circular No. – No. CEA/PLG/RP&T/15/11/2024/21-25 dated July 07, 2025

Applicable Act/Rule: Electricity Act, 2003

Applicable Section/Rule: Section 73

Central Electricity Authority (CEA) has highlighted the need for improved weather data in solar and wind power forecasting. Inaccurate weather forecasts often result in significant financial penalties for renewable energy generators under the Deviation Settlement Mechanism (DSM). To mitigate this and enhance grid efficiency and reliability, the CEA has developed a standardised framework for Automatic Weather Stations (AWS).

The CEA has issued comprehensive “Guidelines for Automatic Weather Stations for Solar and Wind Power Plants” that addresses the following:

  • Accurate measurement of key meteorological parameters for renewable generation.
  • Enhancing the predictability, operational efficiency, and grid reliability of solar and wind power.
  • Enabling regulatory compliance and reducing DSM-related penalties.

All State Governments, Union Territories, Renewable Energy Implementing Agencies (REIAs), and industry associations are advised to act upon these guidelines. Additionally, REIAs are requested to incorporate the AWS requirement in future bid documents to ensure mandatory installation at project sites.
