Code on Social Security 2020: Appointment of Officers for Central Establishments

Ministry of Labour and Employment issued five notifications on May 12, 2026, under the Code on Social Security, 2020, appointing officers to perform specified functions in relation to all establishments for which the Central Government is the appropriate government under section 2(3)(a) of the Code. All appointments cover Chapters V and VI of the Code and are mapped across 21 regional jurisdictions spanning all states and union territories of India.

By S.O. 2442(E), Assistant Labour Commissioners (Central) — at headquarters and across all regions — are appointed as Competent Authorities for the purposes of Chapter V.

By S.O. 2443(E), Deputy Chief Labour Commissioners (Central) at headquarters and in all regions are appointed as Appellate Authorities to hear and dispose of appeals under section 56(8) of the Code.

By S.O. 2444(E), the Chief Labour Commissioner (Central), Additional Chief Labour Commissioner (Central), and officers at headquarters and in all regions down to the level of Labour Enforcement Officer (Central) are appointed as Inspector-cum-Facilitators for the purposes of Chapters V and VI.

By S.O. 2445(E), Regional Labour Commissioners (Central) at headquarters and across all regions are appointed as Recovery Officers for the purposes of recovering amounts in arrear relating to Chapters V and VI.

By S.O. 2447(E), Additional Chief Labour Commissioner (Central) and Deputy Chief Labour Commissioners (Central) at headquarters and in all regions are appointed as Officers for the purposes of compounding offences relating to Chapters V and VI, under section 138(1) of the Code read with Rule 54(1) of the Social Security (Central) Rules, 2026.
