The Ministry of Labour and Employment issued a reference handbook explaining employer compliance under the four Labour Codes applicable where the Central Government is the appropriate authority. It aims to simplify compliance by consolidating multiple labour laws and reducing registrations, licences, returns, and registers. The Handbook is only a guidance document and statutory provisions of the Labour Codes prevail in case of any discrepancy. The Handbook consolidates employer obligations relating to wages, industrial relations, occupational safety, and social security under the four Labour Codes and highlights simplified compliance through single registration, single licence, electronic returns, and reduced forms and registers. It also introduces facilitative mechanisms such as compounding of offences and improvement notices within the Labour Codes framework.
