Compliances Related to Transport (Chapter IV) under Static and Mobile Pressure Vessels (Unfired) Rules, 2016

Background               

The Static and Mobile Pressure Vessels (Unfired) Rules, 2016 were notified by the Government of India to regulate the manufacture, storage, import, transport, and use of pressure vessels containing compressed gases. These Rules replaced earlier regulations to align safety requirements with modern industrial practices and technological advancements. Their primary objective is to prevent accidents arising from improper design, fabrication, operation, or maintenance of pressure vessels. The Rules prescribe mandatory approvals, inspections, and licensing under the supervision of the Chief Controller of Explosives. Overall, they aim to ensure public safety, worker protection, and uniform enforcement of safety standards across industries handling compressed gases.

Applicability

The rules in Chapter IV shall apply to the transport of compressed gas by vehicles.

Compliance Requirements under the Rules

  1. Approval for Compressed Gas Transport Vehicle (Rule 35)

Any vehicle used to transport compressed gas must have written approval from the Chief Controller. For getting approval, applicant must submit three scaled vehicle-mounting drawings along with the required scrutiny fee (as per rules), to the Chief Controller.

Chief Controller reviews the vehicle drawings and if the vehicle & its safety fittings meet all requirements, he will endorse and return an approved copy to the applicant.

  1. Compliance for design of Pressure Vessel (Rule 36(1) & (2))

Any vehicle used to transport compressed gas must have written approval from the Chief Controller. For getting approval, applicant must submit three scaled vehicle-mounting drawings along with the required scrutiny fee (as per rules), to the Chief Controller.

Every vessel used for the transportation of compressed gas shall be constructed and tested in accordance with the requirements of rule 13.

  1. Corrosion, Wear, and Thinning Allowance (Rule 36(3))

Minimum corrosion and wear allowances must be added as per the type of vessels:

    • 0.5 mm for non-toxic, non-flammable, and flammable gas vessels
    • 1.5 mm for toxic or corrosive gas vessels

Additionally, minimum 10% thinning allowance in case of formed heads shall also be considered.

  1. Mounting of Vessels (Rule 36(4))

Vessels must be mounted on the chassis or under-frame in a way that minimizes vibration.

  1. Protection against accidental damage (Rule 36(5))

All attachments to the vessel shall be protected against accidental damage which may result from collision, over-turning or other operational cause.

  1. Combined Stress Endurance (Rule 36(6))

Vessels must be capable of withstanding combined stresses arising from gas pressure, pumping pressure, and transport-related shock loads.

  1. Loading and Unloading Rates of Liquefied Gas (Rule 36(7))

Loading and unloading of liquefied gas must follow the approved differential pressure and flow rate of the excess flow valve or internal excess flow valve, as approved by the Chief Controller.

  1. Requirement of Height Barrier (Rule 36(8))

If the cabin height is lower than the vessel or its top fittings, a robust height barrier must be installed across the cabin width, as per the road transport height regulations.

  1. Protection of valves and accessories (Rule 37)

Following should be complied with:

    • All valves & accessories must be protected against accidental damage.
    • Mounting & protection must minimize the risk of accidental rupture of connected branch.
    • Valves or accessories at the rear of a vehicle must be shielded by the rear frame cross member.
  1. Design of Piping, fittings, pumps & meters (Rule 38(1))

Piping, fittings, pumps, and meters installed permanently on a vehicle must be designed to withstand the combined stresses from maximum vessel pressure, pumping pressure, and road-induced shock loads.

Materials used for vessel equipment shall be sufficiently ductile to withstand rough usage and accidental damage. Brittle materials such as cast iron shall not be used.

  1. Safety requirements for Piping and equipment (Rule 38(2))

Following are safety measures:

    • All piping and equipment must be protected to prevent accidental damage from rough handling/collisions/overturning.
    • Any equipment/piping section where liquid may become trapped must be safeguarded against excessive pressure resulting from thermal expansion.
  1. Marking of connections (Rule 38(3))

All connections on the vehicle which require manipulation by the operator of the vehicle should be clearly marked to prevent incorrect operation. Form of this marking should correspond with the operating procedure laid down for the vehicle.

  1. Vehicle design considerations (Rule 39)

Vessels shall be securely attached to the chassis of the vehicle in such a manner as to take care of the forward movement of the vessel due to sudden deceleration of the vehicle. Further, design of the vehicle shall meet the requirements as specified in rules.

  1. Design requirements for Vehicles using LNG (Rule 39(6))
    1. Gross capacity of LNG fuel tank shall not exceed 1080 Kgs
    2. Fitment of side under run protection device for all mobile pressure vessel shall be as per IS 14682
    3. Installation of specific components of motor vehicles using liquefied natural gas (LNG) shall comply with R110 regulation

In case of side mounted LNG fuel tanks, additional safety, protection shall be provided against any external flying objects as per recommendations of original equipment manufacturer.

  1. Marking of vehicle (Rule 40)

All vehicles shall be conspicuously marked on the vessel to show the product which is being carried.

  1. Fire Safety of Vehicles (Rule 41)
    1. Vehicle transporting gas must carry 2 working fire extinguishers of the correct type.
    2. Smoking or using matches/ lighters etc is strictly prohibited for anyone in or attending the vehicle.
    3. No fire, open flame, artificial light, or any item that could cause fire, can be carried on the vehicle.
  1. Driver Qualification and Training Requirement (Rule 42(1))

Driver of vehicles must be carefully selected and trained in both safe driving and handling of the equipment and compressed gas.

  1. Loading and Unloading at Operator’s Premises (Rule 42(2) & (3))

When loading or unloading at the operator’s premises, a skilled and trained person must supervise the entire operation. Also, during unloading at a customer’s premises, the driver must stay with the vehicle and be positioned to stop the discharge immediately in an emergency.

All time presence of driver shall not be required in case where the vehicles which are left in places previously approved for the purpose by the Chief Controller or Controller authorised by him.

  1. Mandatory presence of Vehicle Attendant (Rule 42(4))

Each vehicle must be attended at all times by atleast one person familiar with the relevant rules, except when parked in locations previously approved by the Chief Controller.

  1. Safe Overnight Parking Arrangements (Rule 42(5))

For overnight stops away from the home base, arrangements must be made in advance for safe parking. In emergency, drivers may seek help from local police to find a suitable parking area.

  1. Safety Certificate for Pressure Vessel transporting compressed gas (Rule 43)

Certificate of Safety must be obtained before any vehicle is used for the transportation of any compressed gas. This certificate shall be submitted while applying for license.

  1. Inspection and maintenance of vehicles (Rule 44)

Licensee for any vehicle shall ensure that the vehicle is at all times road-worthy, and that it is in a fit condition to fill, transport and discharge its load safely.

Penalty & Punishment

In case of Contravention, Vessel License may be suspended or cancelled by licensing authority. Further, authority can also impose civil and criminal penalty under section 9B of Explosives Act, 1884
