CPCB Notice – Mandatory Certification for CEMS Equipment

Notification/Circular No.: No. CP-14/38/2025-AQMN-HO-CPCB-HO dated September 11, 2025             

The Central Pollution Control Board (CPCB) has been engaging with manufacturers of Continuous Emission Monitoring Systems (CEMS) to ensure compliance with certification requirements. In continuation of the information shared on CPCB’s website dated September 3, 2025, and discussions held with manufacturers on August 20, August 31, and September 9, 2025, CPCB has mandated that all manufacturers secure product certification for their equipment to be eligible for listing on CPCB’s Online Continuous Emission Monitoring Systems (OCEMS) portal.

All manufacturers of CEMS equipment are required to submit an application to the Council of Scientific & Industrial Research – National Physical Laboratory (CSIR-NPL) for product certification under the India Certification Scheme (NPLI CS) by September 15, 2025. Failure to obtain certification by the specified date will result in the CEMS equipment being derecognised on CPCB’s OCEMS portal, which may affect their usage in regulatory compliance reporting and monitoring. This step is part of CPCB’s effort to ensure accuracy, reliability, and standardisation in emission monitoring systems across industries.
