Directions and Compliance Requirements for Projects where Completion Certificate has been Received

The Chhattisgarh Real Estate Regulatory Authority (CG-RERA) has issued directions to ensure accurate post-registration records, strengthen compliance monitoring, and maintain transparency in respect of real estate projects. The circular applies to promoters whose projects are registered with CG-RERA and where a valid Completion Certificate (CC) has been obtained from the competent authority on or before March 31, 2024. It prescribes a procedure for submission of completion-related documents and verification of such projects by the Authority. The measure aims to ensure proper classification and compliance tracking of completed projects within the CG-RERA system.

Promoters whose projects have obtained a valid Completion Certificate on or before March 31, 2024 are required to submit the relevant documents online through the CG-RERA web portal using the prescribed application form. The portal provision for submission becomes effective from March 03, 2026.

The following documents are required to be submitted, as applicable:

  • Copy of the Completion Certificate issued by the competent authority
  • Affidavit-cum-Consent form
  • Annexure-20 (if applicable)

All documents must be duly filled, signed, and sealed by the authorized signatory of the promoter and submitted with proper acknowledgment through the CG-RERA portal.

Compliance requirements for projects are determined based on the stage at which the Completion Certificate was obtained:

  1. Projects registered after obtaining Completion Certificate (CC obtained prior to RERA registration)
    • Documents required: Completion Certificate only
    • Penalty: Not applicable
  2. Registered projects where Completion Certificate was obtained after RERA registration
    • Documents required: Completion Certificate and Annexure-20
    • Penalty: Applicable for violation of Section 11 and Section 4(2)(l)(D) of the Real Estate (Regulation and Development) Act, 2016.

Upon receipt of the submitted documents, the Authority will verify the Completion Certificate and related submissions. If satisfied, the concerned projects will be recorded as “Completed Projects.” In case of discrepancies, action may be taken under the relevant provisions of the Act.
