Discontinuation of Extension for Mandatory Aadhaar–UAN Seeding for ECR Filing

Notification/Circular No. No. Compliance/BKG-27/5/2021-BKG/6-38791/14066 dated December 01, 2025

Applicable Act/Rule: Employees’ Provident Funds and Miscellaneous Provisions Act, 1952

Mandatory Aadhaar verification with UAN for filing ECR was introduced on June 01, 2021. Due to challenges during implementation, multiple extensions were given for employers in the North-East Region and for Beedi-making, Construction, and Plantation sectors. The final permitted extension expired on October 31, 2025. Pendency of Aadhaar–UAN seeding has now reduced significantly, eliminating the justification for further extensions.

EPFO has discontinued any further relaxation of the Aadhaar-UAN linkage requirement. From the wage month of November 2025 onwards, ECR filing is allowed only for members whose Aadhaar is seeded and verified with UAN, without any exception for specific regions or industries. All Zonal and Regional Offices are instructed to run intensive awareness drives to ensure compliance and inform employers accordingly. Actions already initiated under previous relaxations remain valid.
