The draft rules are published for information of persons likely to be affected and objections or suggestions may be submitted within thirty days from the date of availability of the Gazette notification.

The provisions apply to Rule 115 and Rule 115E of the Central Motor Vehicles Rules, 1989, including tables, column headings, and notes relating to emission standards and fuel specifications.

Rule 115 is proposed to be amended in sub-rules (18), (19), (20), and (22) to substitute figures, words, and expressions in TABLE 2 including changes in marginal headings, column headings, and notes.

The amendments include substitution of figure “3000” with “3500”, correction of terminology such as “(Hydrogen+CN)” to “(Hydrogen+CNG)”, changes in fuel specifications such as “(E10)/(E)” to “(E10)/(E20)”, and expansion of fuel categories from “(E85)” to “(E85) or (E100)” and from “(B10)” to “(B100)”.

Changes are also proposed in notes under TABLE 2 including omission of specified words, correction of terms, and substitution of figures and units.

Rule 115E is proposed to be amended to substitute reference from “Annexure S for E100 vehicles” to “Annexure SA for E100 vehicles”.

“1. Short title and commencement. — (1) These rules may be called the Central Motor Vehicles (…… Amendment) Rules, 2026.

(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette.

1. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 115,-

(1) in sub-rule (18), in clause (i), —

(i) in TABLE 2, —

(a) in the marginal heading, after the words “gross weight not exceeding”, for the figure ‘3000’, the figure ‘3500’ shall be substituted;

(b) under column (7), in the column heading, under the word ‘HCNG’, for the bracket, figure and word ‘(Hydrogen+CN)’, the bracket, figure and word ‘(Hydrogen+CNG)’ shall be substituted;

(c) under column (8), in the column heading, under the word ‘Gasoline’, for the bracket, figure and word ‘[(E10)/(E)]’, the bracket, figure and word ‘[(E10)/(E20)]’ shall be substituted;

(d) under column (11), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted;

(e) under column (15), in the column heading, for the bracket, figure and word ‘(B10)’, the bracket, figure and word ‘(B100)’ shall be substituted.

(ii) in the Notes under TABLE 2, —

(a) in item 4, in sub-item (d), after the words and figures ‘Gasoline fuels E10’, the bracket and words ‘(as specified by the manufacturer)’, shall be omitted;

(b) in item 17, in sub-item (i), for the word ‘Compression’, the word ‘Comparison’ shall be substituted.

(2) in sub-rule (18), in clause (ii), in TABLE 2,—

(i) under column (8), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted;

(ii) in the Notes under TABLE 2,—

(a) in item 11, in sub-item (i), in table 1, in column (4), in the column heading, for the word and superscript ‘NMHC1’, the word and superscript ‘NMHC2’ shall be substituted;

(b) in item 11, in sub-item (i), in table 1, in column (5), in the column heading, for the word, subscript and superscript ‘CH41’, the word, subscript and superscript ‘CH42’ shall be substituted;

(c) in item 13, in the table,—

(i) against the row 1 named ‘Test cycle’, in the entry under columns 2, 3, 4 and 5, for the word and figure ‘Mg/kWh’, the word and figure ‘mg/kWh’ shall be substituted;

(ii) against the row 2 named ‘WNTE’, the entry under column 4, for the figure ‘60’, the figure ‘600’ shall be substituted.

(3) in sub-rule (19), in clause (i), in the TABLE 2, under column (11), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.

(4) in sub-rule (20), in TABLE 2, under column (10), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.

(5) in sub-rule (22), in TABLE 2, under column (11), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.
