Government of National Capital Territory of Delhi published draft Delhi Legal Metrology (Enforcement) Amendment Rules, 2026 for amendment of the Delhi Legal Metrology (Enforcement) Rules, 2011. Objections and suggestions have been invited within thirty days from publication of the notification in the Official Gazette of Delhi and newspapers.
The draft rules amend Rule 11 relating to grant of licences for manufacturers, repairers and dealers of weights and measures. The draft provides that applications for grant of licence shall be made in the prescribed forms under substituted Schedule II-A and licences shall be issued on self-declaration basis without prior inspection.
The draft rules further provide that manufacturers repairing weights or measures manufactured by them and used in another State shall not require a repair licence, subject to prior intimation to the concerned Legal Metrology Officer. Persons bonafide repairing weights or measures owned or possessed by them are also excluded from requirement of repairer licence.
The amendment omits Rule 11(2), omits references relating to renewal of licences under Rules 11 and 12, and provides that licences issued under the rules shall remain valid unless suspended or cancelled by the competent authority. The amendment further provides that licences shall not be transferable, saleable or inheritable.
The draft rules substitute Schedule II-A relating to application forms for manufacturers, repairers and dealers, omit Schedule II-B and substitute Schedules III, IV, VI and VII relating to licence forms, licence fees, security deposit and prescribed registers.
The substituted Schedule IV prescribes licence fees of Rs. 5,000 for manufacturers, Rs. 2,000 for repairers and Rs. 2,000 for dealers. The amendment also prescribes fees of Rs. 1,000 for alteration of licence and Rs. 500 for issue of duplicate licence.
The substituted Schedule VI prescribes security deposit of Rs. 5,000 for licensed repairers of weights and measures including weighing and measuring instruments.
The draft rules further substitute forms and registers relating to manufacturers, repairers and dealers under Schedules III and VII including licence formats, maintenance of records and stock registers for weights and measures.
