Draft Income-tax Rules and Forms, 2026 – Release of Drafts and Press Communication

The Central Board of Direct Taxes has issued draft Income-tax Rules, 2026 along with draft Income-tax Forms aligned with the Income-tax Act, 2025. The framework introduces updated procedural, reporting and compliance structures applicable to taxpayers, institutions, companies and other specified persons. A press communication has also been released inviting stakeholder inputs on the proposed rules and forms. The draft consolidates and replaces earlier rule and form structures to align with the new Act.

The Draft Income-tax Rules, 2026 provide a new rule framework covering definitions, computation provisions, compliance procedures, valuation, reporting and other operational rules under the Income-tax Act, 2025.

The Navigator to Income-tax Rules and Forms provides mapping of new rules and forms with earlier provisions, indicating restructuring, new rules, modified procedures, and revised reporting formats under the new regime.

A utility has been launched on the e-filing portal to facilitate submission of stakeholder suggestions, which is accessible to all stakeholders from February 04, 2026, with OTP-based validation for submission ,which can be accessed through the following link:

All suggestions are required to clearly specify the relevant provision of the proposed Income-tax Rules or the proposed Form number, including the specific rule, sub-rule, or form number to which the recommendation pertains.
