Draft Occupational Safety, Health and Working Conditions (Coal Mines) Rules, 2026

The Ministry of Labour and Employment has issued a draft notification proposing new rules for coal mines under the Occupational Safety, Health and Working Conditions Code, 2020. The draft has been published for public information and is open for objections and suggestions from stakeholders. Comments may be submitted within 45 days from the date the Gazette is made available to the public. The draft rules are intended to regulate occupational safety, health, and working conditions in coal mines across India.

The Ministry has prepared and published the draft Occupational Safety, Health and Working Conditions (Coal Mines) Rules, 2026. The draft proposes a comprehensive regulatory framework covering applicability to all coal mines, certification and competency requirements, safety management, operational standards, and related compliance provisions. The rules will come into force after consideration of objections and suggestions received from stakeholders within the prescribed period.
