Employees’ Provident Funds (Amendment) Scheme, 2025 – Introduction of Employees’ Enrolment Campaign, 2025

Effective Date: November 01, 2025 to April 30, 2026

The Ministry of Labour and Employment has notified the Employees’ Provident Funds (Amendment) Scheme, 2025, introducing a temporary Employees’ Enrolment Campaign, 2025.

The amendment inserts Paragraph 82B into the EPF Scheme, 1952, establishing the operational framework for the Employees’ Enrolment Campaign, 2025, which will be active from November 1, 2025 to April 30, 2026.

  • Employers (whether covered under the Act or not) may declare and enrol all eligible employees who joined between July 1, 2017 and October 31, 2025 and are currently employed and alive.
  • The employees’ share of contribution is waived if not previously deducted, and employers are required to pay only their own share along with interest and administrative charges.
  • A nominal damage fee of ₹100 applies for each declaration under the campaign.
  • Declarations must be made online through the EPFO portal, linked to payment via the Electronic Challan-cum-Return (ECR) system.
  • Employers must create Face Authentication-based UANs for all declared employees via the UMANG app before filing.
  • Employers availing this campaign are also eligible for benefits under the Pradhan Mantri-Viksit Bharat Rojgar Yojana (PMVBRY), subject to its terms.
  • Cases already concluded under Section 7A, Paragraph 26B, or Paragraph 8 of the Employees’ Pension Scheme, 1995, will not be eligible under this campaign.
  • Misrepresentation or false declarations will render the submission void ab initio and invite penal action.
