ESIC—Aadhaar Authentication Now Voluntary, Alternate IDs Accepted

Notification No./Circular No. – S.O. 3792(E) dated August 19, 2025

Applicable Act/Rule – Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 and the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020

The Ministry of Labour and Employment has clarified via S.O. 3792(E) that Aadhaar authentication by the Employees’ State Insurance Corporation (ESIC) is now completely voluntary. ESIC must:

  • Obtain the beneficiary’s consent before performing Aadhaar-based authentication.
  • Not deny any ESIC service to individuals who choose not to authenticate via Aadhaar.
  • Provide and accept alternative government-issued identification documents, such as Passport, PAN card, or Driving Licence, for identity verification.

This notification supersedes the earlier S.O. 230(E) dated January 13, 2023, and balances digital governance with inclusive access to social security benefits
