Establishment and Withdrawal of Indian Standards – BIS Notification (August 2025)

The Bureau of Indian Standards (BIS), under the Department of Consumer Affairs, has notified the establishment of several new Indian Standards and corresponding withdrawal of outdated ones. This update is issued under Rule 15(1) of the BIS Rules, 2018, which empowers BIS to establish, revise, or withdraw standards.

The notification establishes 20 new Indian Standards across packaging, fibreboard testing, tissue paper, aerodrome lighting, carbon dioxide capture, circular economy, homoeopathy, fire-resistant glass, tinted glass, IT/AI frameworks, and traditional therapy practices. Many older standards are set to be withdrawn by February 5, 2026, ensuring alignment with modern testing methods, international standards (ISO/IEC), and contemporary industry needs.

  • Packaging & Fibreboards:
    • IS 6211:2025 (Packaging of Paper and Board, 2nd Revision) replaces IS 6211:1993.
    • IS 7063 (Part 3 & 4):2025 replace IS 7063 (Part III & IV):1976 for fibreboard testing.
  • Aerodrome Lighting:
    • IS 19320:2025 (based on IEC TS 61827:2004) covers inset and elevated luminaires for aerodromes/heliports, replacing older IS 7785 series (1975–81) and IS 11071 series (1984).
  • Circular Economy Standards:
    • IS 19323:2025 (ISO 59010:2024), IS 19336:2025 (ISO 59004:2024), IS 19337:2025 (ISO 59020:2024), IS 19349:2025 (ISO/TR 59032:2024) introduced to support measurement, vocabulary, guidance, and review of circular value networks.
  • Carbon Dioxide Capture:
    • IS 19247 (Part 2):2025, IS 19335:2025, IS 19347:2025 promote evaluation and flow assurance for CO₂ capture systems, including cement industry technologies.
  • Health & Homoeopathy:
    • IS 19326:2025 (Janosia ashoka hydro-alcoholic extract) and IS 19327 (Part 1):2025 (preparation of mother tinctures by maceration).
    • IS 19346:2025 prescribes a Code of Practice for Hijama (Cupping Therapy).
  • Glass Products:
    • IS 19328:2025 (Fire Resistant Glass) and IS 19331:2025 (Tinted Float Glass) introduced.
  • IT & Artificial Intelligence:
    • IS/ISO/IEC TR 24030:2024 revises the AI use cases framework, replacing IS/ISO/IEC TR 24030:2021 (withdrawal in Feb 2026).
    • IS/ISO/IEC 20013:2020 establishes an e-Portfolio Information framework.
  • Rotating Electrical Machines:
    • IS/IEC TS 60034-27-5:2021 established for off-line partial discharge measurement in rotating machines.

The withdrawn standards will remain in force concurrently until February 5, 2026, allowing industry time to transition.
