Facilitation for Submission of Completion Certificate (CC) During the Quarter

To address ongoing operational inefficiencies and financial difficulties experienced by promoters, the Real Estate Regulatory Authority (RERA) has introduced a significant relaxation concerning the submission of Completion Certificates (CC). Previously, the CC could only be uploaded during the Quarterly Progress Report (QPR) window. This often resulted in delays where projects received the CC during the quarter but had to wait until the QPR window reopened. The consequences included automatic marking of project status as “expired” and blockage of promoter funds due to restrictions on withdrawals from the designated bank account.

To remove these unintended hardships and improve ease of doing business, RERA has now allowed CCs and related documents to be uploaded immediately upon receipt, during the quarter itself. This is enabled through a system update and is backed by powers under Section 37 of the RERA Act, which allows the Authority to issue directions for efficient implementation of its provisions.

  • System Upgrade for Real-Time Submissions: The digital platform has been modified to enable upload of CCs and other documents at any time during the quarter, without having to wait for the QPR window.
  • Direct Upload Upon Receipt: Once the promoter obtains the Completion Certificate from the competent authority, they may upload it instantly on the portal to avoid delay in updating project status.
  • Impact on Audit Report Submission: Promoters are now allowed to submit the Annual Audit Report up to the date of issuance of the CC, instead of waiting for the financial year-end. This ensures audit compliance is aligned with actual project completion.
  • Effective Immediately: These directions come into effect immediately, and promoters can start availing the benefit without any further procedural approvals.
