Specific Requirement for use of Paper and Board in Food Packing

Overview of clause-4(1) of Food Safety and Standards (Packaging) Regulations, 2018

This clause applies to a wide range of commonly used materials including grease proof paper, parchment paper, aluminium foil laminates, and corrugated fibreboard.

These standards ensure materials are tested for:

  • Chemical safety
  • Physica integrity
  • Barrier properties (e.g., resistance to grease or moisture)
  • Suitability for food contact

Wax Coating Requirement

When wax is used to coat paper or board in food packaging, it must conform to Type I of IS 4654. This standard specifically covers paraffin wax, ensuring it is:

  • Non-toxic
  • Odorless
  • Safe for direct contact with food

This requirement is especially relevant in packaging used for bakery items, confectioneries, or greasy foods where waxed paper is a common choice.

 Penalty for non-compliance:

Any person who whether by himself or by any other person on his behalf manufactures for sale or stores or sells or distributes or imports any article of food for human consumption shall be liable to a penalty which may extend upto ₹10 lakh + imprisonment up to 7 years
