Gas Cylinders (Amendment) Rules, 2026 – Draft Notification

Applicable Act / Rule: Explosives Act, 1884 and Gas Cylinders Rules, 2016

Applicable Section / Rule: Rule 3(5), Rule 32, Rule 48 of the Gas Cylinders Rules, 2016

The Central Government has issued draft Gas Cylinders (Amendment) Rules, 2026 proposing amendments to the Gas Cylinders Rules, 2016. The draft contains changes relating to import and use of cylinders and valves by Ministry of Defense and Department of Space establishments, exemption from landing permission for specified cylinders, valves and LPG regulators, and inclusion of other flammable gases along with Liquified Petroleum Gas. The draft has been published for public objections or suggestions within 30 days from the date the notification is made available. The principal rules were earlier amended multiple times including amendments during 2018, 2019, 2022 and several notifications in 2025.

  1. Amendment to Rule 3(5)
    Insertion of the following words:
    “or cylinders and valves imported by establishments of Ministry of Defense, Department of Space and their Public Sector Undertakings for their own use,”
  2. Amendment to Rule 32
    Insertion of proviso:
    “Provided that such landing permission shall not be required for (a) empty cylinders without valves (b) Valves and LPG regulators, imported from the foreign manufacturing plants approved by the Chief Controller and having valid import licence in Form-D.”

      3. Amendment to Rule 48
          Insertion of the words:
        “or other flammable gases”
