Circular No.: Order No.: 11/66/2025-4Lab dated September 08, 2025
Applicable Act/Rule: Factories Act, 1948
To promote Ease of Doing Business (EoDB) and Business Reform Action Plan (BRAP) in Haryana, the Labour Department has shifted certain approvals under the Factories Act, 1948 to an online self-certification mode. Earlier, exemptions related to rest intervals and extended working hours for adult workers required departmental processing.
Exemptions under Section 55 (interval of rest) and Section 65 (working hours for adults) of the Factories Act, 1948 will now be granted automatically in online mode through the departmental portal (www.hrylabour.gov.in). These approvals will be based on self-certification provided by the applicants holding a valid factory licence.
Occupiers of factories covered under the Act and officials of the Labour Department are directed to strictly follow this order with immediate effect. The order has been circulated to Labour Commissioner, Industrial Safety & Health officials, and IT Cell for web publication.
