The Haryana Shops and Commercial Establishments Act, 1958 regulates working conditions, registration, and compliance for shops and establishments in Haryana. The State Government has issued an amendment modifying applicability based on number of workers, revising working hours, introducing online registration and intimation, and strengthening penalty provisions. The amendment also introduces mandatory appointment letters and identity cards for employees and rationalizes penalties for non-compliance.

Applicability (Section 1)
“(5) The provisions of this Act except section 13A shall apply to the shops and establishments employing twenty or more workers and provisions of section 13A of this Act shall apply to the shops and establishments employing less than twenty workers.”.

Working Hours (Sections 7 & 8)
Working hours increased from “nine hours” to “ten hours” and rest interval changed from “five hours” to “six hours”.

Registration & Intimation (Sections 13 & 13A)
Online registration mandated for establishments employing twenty or more workers; small establishments must submit online intimation and receive Basic Information Performa ID. Penalties introduced from ₹3,000 to ₹25,000 plus ₹500 per day for continuing violations.

New Compliance (Sections 20A & 20B)
Mandatory appointment letter with photograph and identity card for every worker.

Penalty Rationalization (Sections 20, 21 & 26)
Penalties revised from ₹3,000 to ₹25,000 with ₹500 per day for continuing violations and penalty up to ₹10,000 for obstruction or concealment.

Other Amendments
Reference updated to Bharatiya Nyaya Sanhita, 2023; Amendment Ordinance, 2025 repealed with savings.
