Implementation of Stage-I (‘Poor’ Air Quality) Measures under GRAP in Delhi-NCR

Applicable Act/Rule: Environment (Protection) Act, 1986 and Graded Response Action Plan (GRAP)

The Commission for Air Quality Management (CAQM), acting under the directions of the Hon’ble Supreme Court, has reviewed the air quality status in Delhi-NCR. Based on CPCB data, Delhi’s Air Quality Index (AQI) was recorded at 211 (‘Poor’ category) on October 14, 2025, with forecasts from IMD and IITM indicating persistence of poor air quality in the coming days.

Following the review, the CAQM Sub-Committee on GRAP decided to invoke all actions under Stage-I (‘Poor’ Air Quality) of the existing GRAP schedule across the entire NCR with immediate effect. All implementing agencies are directed to:

  • Enforce Stage-I control measures listed in the revised GRAP schedule dated December 13, 2024.
  • Monitor and review implementation to prevent further AQI deterioration.
  • Intensify field actions on dust control, vehicular emissions, waste management, and industrial compliance.
  • Urge citizens to strictly follow the GRAP Stage-I Citizen Charter, including maintaining vehicles, avoiding open burning, and adopting eco-friendly practices.

The Sub-Committee will continue to review the air quality situation and may issue further orders depending on AQI levels and forecasts.
