Implementation of Stage-II (‘Very Poor’) Actions under GRAP in Delhi-NCR

Notification / Circular No – No. 120017/27/GRAP/2021/CAQM dated October 19, 2025

Applicable Act/Rule: Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021

The Commission for Air Quality Management (CAQM) had earlier notified a revised Graded Response Action Plan (GRAP) on December 13, 2024, to implement measures based on the severity of air quality in the NCR. Stage-I of the GRAP (‘Poor’ category) was already in effect from October 14, 2025. A review meeting held on October 19, 2025, by the Sub-Committee on GRAP noted a sharp rise in Delhi’s Air Quality Index (AQI), which crossed into the ‘Very Poor’ range, with levels rising from 296 at 4:00 PM to 302 at 7:00 PM.

Given the deterioration in air quality and forecasts indicating further decline, the CAQM has ordered the immediate implementation of Stage-II actions under the extant GRAP across the entire NCR, in addition to the ongoing Stage-I measures.
All concerned agencies are directed to:

  • Enforce and monitor Stage-I and Stage-II measures rigorously.
  • Intensify on-ground actions, particularly dust mitigation measures, across construction sites and open areas.
  • Ensure strict compliance with the Citizen Charter under GRAP Stages I & II.
  • Continue coordination and close monitoring to prevent further AQI deterioration.
