Ministry of Agriculture and Farmers Welfare has notified the Insecticides (First Amendment) Rules, 2025 to streamline and standardise labelling requirements under Rule 19 of the Insecticides Rules, 1971. These changes follow the draft published on December 14, 2023, and aim to enhance user awareness, promote safe usage, and ensure regulatory compliance across different package sizes.

The amendment introduces new labelling norms based on package size classified into ultra-small (1g or ml to 50g or ml), small (51g or ml to 250g or ml), and big (>250g or ml). Labels must now be printed only in English and Hindi and follow defined panel structures. Essential information such as brand name, common name, usage purpose, safety instructions, antidote, manufacturer details, MRP, expiry, batch, and QR code must be included.

Labels on big packs must also include regional languages where sold, and QR codes must provide traceability via GTIN, batch info, and direct URL to product details. Safety pictograms must be printed with minimum size requirements and consistent placement.

Ultra-small and small packs may require secondary packaging unless the primary label meets all conditions. For ultra-small packs, certain details (e.g., full composition) may be displayed only in the leaflet.
