Background:
The Karnataka State Legislature has amended the Karnataka Lifts, Escalators and Passenger Conveyors Act, 2012 to align safety and regulatory provisions with updated national guidelines and to streamline administrative procedures. The amendment aims to replace references to the Chief Inspector of Lifts, Escalators & Passenger Conveyors with “authorised officer” and update technical regulations as per recent standards.

  1. Section 4 Amendments:
    • Substituted “Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010” with “Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023”.
    • Modified sub-section (5) by omitting references to forwarding recommendations to the Chief Inspector and replacing the term “Chief Inspector of Lifts, Escalators & Passenger Conveyors” with “authorised officer” in the proviso.
    • Sub-sections (6) and (7) now refer to “authorised officer” instead of “Chief Inspector of Lifts, Escalators & Passenger Conveyors”.
  2. Section 11 Amendment:
    • In sub-section (1), replaced “Chief Inspector of Lifts, Escalators & Passenger Conveyors” with “authorised officer”.
  3. Section 16 Amendment:
    • Replaced “Chief Inspector of Lifts, Escalators & Passenger Conveyors” with “authorised officer”.
  4. Section 17 Amendment:
    • In sub-section (1), replaced “Chief Inspector of Lifts, Escalators & Passenger Conveyors” with “authorised officer”.

The changes ensure that the act is consistent with updated safety regulations and facilitate more efficient governance by delegating authority to authorised officers rather than relying solely on the Chief Inspector.
