Labour Identification Number (LIN)

Background

Government of India plans to do away with all employer codes being issued by separate labour enforcement agencies such as ESIC, EPFO, CLC(C) and DGMS etc. by replacing them with new Labour Identification Number (LIN). Labour Identification Number (LIN) is a 10 digit identification number issued by Ministry of Labour and Employment.

The Unified Shram Suvidha Portal is developed to facilitate reporting of Inspections, and submission of Returns. The Unified Shram Suvidha Portal has been envisaged as a single point of contact between employer, employee and enforcement agencies bringing in transparency in their day-to-day interactions. For integration of data among various enforcement agencies, each inspectable unit under any Labour Law has been assigned one Labour Identification Number.

Procedure to Obtain LIN

      1. Sign up on the Shram Suvidha Portal

    • Go to the Unified Shram Suvidha Portal.
    • Create a user account using your email ID and mobile number. A verification link is sent to your email. After clicking it, user will be asked to set up a username and password.
  1. Login
    • Use the credentials (username & password) you created during signup.
  2. Apply for New LIN
    • Once logged in, select the option “Apply for New LIN” to begin the registration process.
  3. Enter Establishment Details
    Provide details such as:
    • Name of the establishment
    • Address of establishment
    • Establishment setup date
    • PAN of the establishment
    • Establishment category (type, ownership type etc.)
  4. Enter e-Contacts
    • Enter a primary email ID and mobile number. These are verified (email link + OTP on mobile).
    • You can also add additional contact persons (“eContacts”).
  5. Contact Person Details
    • Provide contact person info: Representation Type, User ID, etc. If the User ID already exists in system, some details may auto-fill.
  6. Provide Identifiers
    • Choose an identifier (e.g., PAN). Enter “Name of identifier” (as on the document), the Identifier Value (e.g., PAN number), date of issue, authority issuing it, and upload the relevant document.
  7. Entity Relationship
    • If your establishment is related to another establishment which already has a LIN, you can enter that LIN. If not, you can skip/mark as not applicable. There is a “Know Your LIN” facility to check existing LINs.
  8. Additional Information
    • If applicable under certain sections (for example sections 2m(i), 2m(ii), or 8(5) etc.), mark those. Otherwise “N/A”.
    • Indicate if hazardous, dangerous, seasonal operations happen in the establishment.
    • Enter number of workers, NIC Code (National Industrial Classification) relevant to establishment, and a brief description.
  9. Select Applicable Acts
    • From dropdown, select which labour / welfare Acts apply to your establishment (EPF, ESI, etc.).
    • Also enter from which date each selected Act is in force for your establishment.
  10. Attachments / Document Upload
    • Upload supporting documents as per establishment category. For example, if it is a public limited company, memorandum/articles of association. If proprietor, relevant proof, etc.
  11. Summary & Submission
    • Review all entered details in summary. Make sure nothing is missing (system will highlight missing or invalid fields).
    • Choose the office/jurisdiction for submission (based on establishment location.
    • Submit the form. After submission, modifications might require permission of regional head of office.
  12. Acknowledgement and Checking LIN
    • After submission, you’ll receive an acknowledgement via email containing a reference number.
    • You can check whether LIN has been allotted using the “Know Your LIN” feature on the portal.
  13. Queries / Follow-up
    • If there are questions or clarifications needed or status updates, there is a feedback / query facility on the portal.

Consequences

Failure to obtain LIN may result in the inability to comply with various Indian labor laws, including registration for the Employees’ Provident Fund (EPF) and Employees’ State Insurance Corporation (ESIC), making it impossible for an establishment to legally operate and pay employees under these regulations.

Conclusion

Obtaining a LIN is a one-time mandatory process for establishments covered under labour laws. It integrates compliance under multiple laws into a unified system, reduces duplication, and provides employers with a streamlined platform for reporting and regulatory communication. Maintaining accuracy while applying ensures smoother compliance in the long run.
