CBIC has introduced a new online module on ICEGATE 2.0 to manage all applications for permissions under Section 65 of the Customs Act. This shift replaces earlier manual or semi-digital workflows used for processing permissions under the MOOWR and MOOSWR frameworks
The module covers two regulatory regimes:
• MOOWR, 2019 for warehouses licensed under Section 58.
• MOOSWR, 2020 for special warehouses licensed under Section 58A.
Detailed user manuals for both trade and departmental officers have been made available on ICEGATE 2.0 to guide application submission and processing. Users are instructed to familiarise themselves with these manuals.
Any operational issues with the module can be reported to the ICEGATE helpdesk. Departmental officers may escalate unresolved matters to the specified support channel for faster resolution.
Chief Commissioners of Customs must issue Public Notices identifying port codes for receiving and processing Section 65 applications within their jurisdiction and ensure smooth onboarding of trade users to the module.
