To enhance ease of doing business, the Central Drugs Standard Control Organisation (CDSCO) has revised the process for issuing Dual Use No Objection Certificates (NOCs) for drugs imported in bulk for non-medicinal purposes. The application process is now fully online via the SUGAM Portal with a fresh registration requirement. NOCs will now be issued for a validity of one year, subject to prescribed conditions, thereby reducing compliance burden. The SUGAM checklist and application procedure have been updated, and a detailed guidance document is provided.
The new system goes live from August 31, 2025, and is functional on www.cdscoonline.gov.in.
