Background

The Rehabilitation Council of India (RCI), a statutory body under the Ministry of Social Justice and Empowerment, Government of India, regulates and monitors the training of rehabilitation professionals, promotes research in rehabilitation and special education, and maintains the Central Rehabilitation Register. In line with its mandate under the RCI Act, 1992 (as amended in 2000), the Council has issued guidelines for the issuance of No Objection Certificates (NOCs).

Applicability

These guidelines are applicable to:

  • Institutions seeking to start new courses in the field of rehabilitation and special education.
  • Institutions applying for extension of existing courses.
  • State Governments/UT Administrations that forward applications to RCI.

Guidelines for NOC Issuance

  1. Requirement of NOC
    • Any university, college, or institution intending to start or expand rehabilitation-related courses must obtain an NOC from RCI. (Section 24 92) and (3) of the RCI Act)
    • The NOC serves as a prerequisite before applying for recognition or approval from the Council.
    • The NOC shall be Valid for a period of 3 years.
  2. Process of Issuance
    • Applications are to be routed through the respective State Government/UT Administration.
    • RCI examines applications based on need, feasibility, availability of qualified faculty, infrastructure, and adherence to norms.
    • The Council evaluates demand for professionals in the region before granting approval.
  3. Criteria Considered
    • Availability of qualified teaching staff as per RCI norms.
    • Adequate infrastructure including classrooms, laboratories, and assistive facilities.
    • Justification of need for the course/institution in the concerned region.
    • Compliance with statutory requirements.
  4. Decision Making
    • The Executive Committee of RCI considers the recommendations and decides on approval or rejection.
    • NOC is issued only after ensuring compliance with prescribed standards.
