Regulatory Reforms for Food Safety Licensing and Registration Framework

The existing framework required periodic renewal of FSSAI registrations and licences for food business operators and prescribed turnover-based thresholds for registration and licensing. Street food vendors were also required to obtain separate registrations under multiple regulatory frameworks. Inspections were conducted through conventional processes without a structured risk-based approach.

  • Approval of perpetual validity for FSSAI registrations and licences, eliminating the requirement for periodic renewals.
  • With effect from April 01, 2026, turnover thresholds revised as follows:
    • Registration threshold increased from ₹12 lakh to ₹1.5 crore
    • State licence applicable up to ₹50 crore turnover
    • Central licence applicable beyond ₹50 crore turnover
  • Street food vendors registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 shall be treated as deemed registered under FSSAI.
  • Introduction of a technology-enabled, dynamic risk-based inspection framework based on:
    • Nature of food commodity
    • Past compliance record
    • Third-party audit performance
    • Enforcement and surveillance inputs
