Revision of Minimum Wages in Haryana based on Consumer Price Index (Effective July 1, 2025)

Applicable Act/Rule: Minimum Wages Act, 1948

The Labour Department, Haryana, has revised the minimum wages for all categories of workers based on the increase in the State Industrial Workers’ Consumer Price Index (CPI). As per the Government notification dated October 21, 2015, minimum wages in Haryana are revised biannually — in January and July — based on CPI fluctuations. For the period ending June 2025, the average CPI increased from 3438.5 to 3446.3 points, indicating a rise of 7.8 points, resulting in a 0.23% increase in minimum wages across all categories.

With effect from July 1, 2025, the revised minimum wage rates for various categories of workers in Haryana are as follows:

  • Unskilled: ₹11,274.60 per month (₹433.64 per day)
  • Semi-Skilled (A): ₹11,838.29 per month (₹455.32 per day)
  • Semi-Skilled (B): ₹12,430.18 per month (₹478.08 per day)
  • Skilled (A): ₹13,051.71 per month (₹501.99 per day)
  • Skilled (B): ₹13,704.31 per month (₹527.09 per day)
  • Highly Skilled: ₹14,389.52 per month (₹553.44 per day)

Clerical and office staff wages have been aligned to equivalent categories (Matric and above levels). The same percentage increase applies to workers in the brick kiln industry, where category-based rates per thousand bricks/tiles have been adjusted accordingly.

Additional Clarifications:

  • The 0.23% wage increase applies across all scheduled employments notified under the October 21, 2015 order.
  • As per Supreme Court and High Court directions, safai karamcharis (sanitation workers) are excluded from this notification but remain eligible for minimum wages as applicable prior to the 2015 notification.
  • Employers are prohibited from recovering any amount previously paid to employees before this revision.
  • The revised rates also extend to the brick kiln sector, with proportional increases notified for workers like pathera, bharaiwala, carrywala, and others.

Labour Officers are directed to circulate this notification to all industrial associations and registered labour unions across the state for awareness and compliance.
