Background
An updated structure of NIC code wise enterprises is not available in the state except only in respect of units/factories covered under the Annual Survey of Industries (ASI). The ASI covers relatively large units belonging to the manufacturing and repair sub-sectors which are registered under Section 2M (i) and 2M (ii) of the Factories Act 1948 or under the Beedi and Cigar Workers (Conditions of Employment) Act. for other sectors, large units/enterprises no such updated and satisfactory structure existed thus an industry based database is required to plan any survey of such units, such as the Survey of Non-Manufacturing Industries (SNMI), having establishments along with some basic items of information for all sub-sectors such as trade, hotels and restaurants was desirable.
With the objective of providing the benefits and services of various enterprise based schemes easily and transparently, the Sanstha Aadhaar scheme has implemented for the effective implementation of the ideology of “One number, one identity”. Under which, giving or taking any kind of grant/benefit and delivery of services will be ensured by all the departments/ boards/ corporations/ autonomous/ government/ non-government organizations /private enterprises of the state.
At present, a 16 digit Unique ID (SAN) is being provided to the enterprises located in the state through the Business Register Scheme through auto authentication of Aadhaar or Jan Aadhaar. Now business register has being revamped as Sanstha Aadhaar under which giving or taking any kind of grant/benefit by all the departments/ boards/ corporations/ autonomous/ government/ non-government organizations/private enterprises of the state will be provided only after having Sanstha Aadhaar number and its details will be shared with the Sanstha Aadhaar portal.
Scope and Coverage
The Business Register (now Sanstha Aadhaar) records all enterprises groups, enterprises and local units that are active in the state economy. Thus, it is the basic foundation for the Gross State Domestic Product (GSDP), geographically it covers all the districts in the area of economic census. Overall, follows the concepts and definitions of Economic Census.
Definitions of Business and Business Register (Now Sanstha Aadhaar)
Business can be defined as an entrepreneurial unit of an individual, partnership or corporation/organization etc. engaged in commerce, manufacturing or service, while Business Register (BR) is a list of establishments and enterprises established in the state. It also serves as a statistical tool for preparing and coordinating surveys. It is an important source of information for statistical analysis of occupational population and its demography.

A circular dated 3-1-2023 has been issued by the Chief Secretary, Rajasthan for implementation of Business Register as “Sanstha Aadhaar” in the State. As per the guidelines, now all enterprises including all Government Departments, Boards/Corporations/Autonomous Bodies/Non-Government Organizations and private enterprises will have to be registered in “Sanstha Aadhaar” to obtain 16 digit unique Sanstha Aadhaar Number. All types of benefits/services/subsidies will be given on “Sanstha Aadhaar”.
