Why was this issued? 

The healthcare sector in Gujarat is growing, and there has been an increase in small healthcare units (like clinics or small hospitals with fewer than 30 beds). These units must comply with environmental regulations related to managing biomedical waste and pollution. However, the process to get official permissions (like consent and authorization) was time-consuming and complex. To make this easier, Gujarat Pollution Control Board (GPCB) has introduced a new streamlined process. 

How it helps? 

Simplified Process: Small healthcare units, including those with no beds or fewer than 30 beds, can now apply for permissions without needing a site inspection at the start. The application will be reviewed by the Regional Officer based on the documents provided. 

Faster Approval: GPCB must process the applications within 15 days. 

Post-Approval Checks: After granting permission, GPCB will conduct a site visit within 90 days to ensure compliance with the rules. 

Responsibility for Compliance: These small healthcare units must appoint a qualified person responsible for following the rules related to managing biomedical waste and pollution. 

What is the effect? 

The process will now be faster and easier for small healthcare units to get necessary permissions, saving them time and effort. At the same time, GPCB will still ensure compliance with environmental regulations through post-approval checks. This helps support the growth of the healthcare sector while maintaining environmental standards.
