TRAI Amends Rating of Properties for Digital Connectivity Regulations

Telecom Regulatory Authority of India notified the Rating of Properties for Digital Connectivity (Amendment) Regulations, 2026, which shall come into force from May 31, 2026.

The amendment expands the applicability of the regulations to property managers, Digital Connectivity Rating Agencies (DCRAs), In-Building Solution (IBS) Providers and telecom service providers intending to integrate telecommunication networks within properties. Definitions for “In-Building Solution (IBS)” and “IBS Provider” have been inserted under the regulations.

The amendment revises classification of properties for digital connectivity assessment including residential properties, government properties, commercial establishments, airports, railway stations, stadiums and transport corridors. Revised provisions have also been introduced for digital connectivity evaluation and optional digital connectivity audits.

For properties under construction, DCRAs are required to evaluate approved digital connectivity infrastructure designs and issue a “Designed For” certificate during the design stage, followed by an “Installation Completed For” certificate after completion of installation. Final digital connectivity ratings may be awarded only after operationalisation of digital connectivity services.

The amendment further prohibits exclusive arrangements between property managers, IBS Providers and telecom service providers for access to digital connectivity infrastructure within properties. Changes have also been introduced relating to fee disclosure obligations of DCRAs, audit procedures, digital connectivity rating criteria, revised score ranges for star ratings and flexibility for fibre or wireless backhaul connectivity.
