TRAI: Draft Telecom Consumers Complaint Redressal (Fourth Amendment) Regulation, 2026 Released for Stakeholder Comments

Telecom Regulatory Authority of India (TRAI) notified the Telecom Consumers Complaint Redressal Regulation, 2012 (TCCRR-2012) on 05.01.2012. The regulation was amended three times, in 2012, 2013, and 2014. The existing regulation covers modes of consumer complaint registration and redressal including IVRS. TRAI has released a draft of the Fourth Amendment for stakeholder comments.

The draft amendment — Draft Telecom Consumers Complaint Redressal (Fourth Amendment) Regulation, 2026 — has been released for stakeholder comments. The draft has been placed on TRAI’s website. The following areas are stated in the press release as requiring modification in the existing regulation:

— Provisions pertaining to modes of consumer engagement, including mobile applications, web-based portals, chatbots, and emails for registration and tracking of complaints.

— Provisions relating to efficiency, efficacy, and operational details of the complaint handling mechanism and its accessibility to consumers.

— Provisions regarding appeal against unsatisfactory handling of complaints, from the perspective of accessibility, clarity, efficiency, effectiveness, and consumer convenience.

The draft is at the consultation stage. No final amendments have been notified. Written comments on the issues raised in the draft amendment may be sent by mail to adv.ca@trai.gov.in by 5th June, 2026.
