Welfare Schemes for Gig and Unorganised Workers — e-Shram Portal Update

Applicable Act/Rule: Provisions under labour social-security and welfare schemes for unorganised and gig workers (per relevant labour Codes effective 21 Nov 2025)

The Employees’ Provident Fund Organisation (EPFO) / Ministry of Labour & Employment maintains the e‑Shram Portal (National Database of Unorganised Workers) to register unorganised, gig and platform workers. As of November 2025, over 31.38 crore unorganised workers and 5.09 lakh gig/platform workers are registered

  • The e-Shram registration has crossed 38 crore unorganised workers and 5.09 lakh gig/platform workers as of November 2025.
  • Fourteen Central government welfare schemes are now linked via e-Shram for benefit delivery; major schemes and their registration numbers include:
  • One Nation One Ration Card (ONORC): 24,15,55,436 registrations
    • Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY): 15,10,06,017 registrations
    • Pradhan Mantri Suraksha Bima Yojana (PMSBY): 8,49,72,519
    • Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS): 6,16,93,566
    • Pradhan Mantri Kisan Samman Nidhi (PM-KISAN): 3,94,74,997
    • Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY): 2,25,52,084
    • Pradhan Mantri Awas Yojana – Gramin (PMAY-G): 98,06,495
    • Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi): 32,38,555
    • Pradhan Mantri Matru Vandana Yojana (PMMVY): 31,58,528

  • In the 2025-26 Budget, government announced further measures for gig workers: issuance of identity cards, extended healthcare cover under AB-PMJAY, and continued registration via e-Shram portal.
  • With the recent implementation of the new labour Codes (effective 21 Nov 2025), provisions now broadly aim to ensure minimum wage compliance, timely wage payment (via cheque or electronic mode), formal appointment letters for all workers, mandatory free annual health check-up, social security coverage including for unorganised/gig workers, maternity benefits for women, creche facility for establishments with 50+ employees, and grievance-redressal mechanisms.
