In continuation to this Ministry’s General Circular No. 20/2020 dated 05.05.2020, General Circular No. 02/2022 dated 05.05.2022, General Circular No. 10/2022 dated 28.12.2022, General Circular No. 09/2023 dated 25.09.2023 and General Circular No. 09/2024 dated 19.09.2024, and MCA decided to allow companies to conduct their AGMs through VC or OAVM, till further orders, in accordance with the requirements laid down in Para 3 and Para 4 of the General Circular No. 20/2020 dated 05.05.2020.
Update on Single Filing System through API-Based Integration Between Stock Exchanges
With effect from September 15, 2025, the single filing system has been extended to include the Annual Secretarial Compliance Report under Regulation 24A(2) of SEBI (LODR) Regulations, 2015. Listed entities are requested to submit disclosures via this integrated system and avoid multiple filings of the same disclosure on both exchanges. Any clarification requested post-submission must be addressed only to the exchange that raised it.
Extension of Automated Trading Window Closure to Immediate Relatives of DPs
NSDL has referred to SEBI’s earlier circulars (April 21, 2025, and July 19, 2023) and its own circular dated June 19, 2025, regarding phase-wise implementation of the trading window closure framework for Designated Persons (DPs) and their Immediate Relatives. The timeline for extension to Immediate Relatives of DPs, on account of declaration of financial results, is now reaching full implementation.
Separate Provision for Subsequent Importer in Online System for Medical Devices
CDSCO has been simplifying regulatory procedures through portal-based approvals, tooltips, and faster brand approvals. To further improve efficiency and transparency, a separate online system has now been introduced for subsequent importers of already approved medical devices and IVDs.
Relaxation in Compliance with Guidance Notes for FY 2024-25
ICAI issued two Guidance Notes in August 2023: (i) Guidance Note on Financial Statements of Non-Corporate Entities, and (ii) Guidance Note on Financial Statements of Limited Liability Partnerships. These were made effective for financial statements covering periods beginning on or after April 1, 2024.

CPCB Notice – Mandatory Certification for CEMS Equipment
The Central Pollution Control Board (CPCB) has been engaging with manufacturers of Continuous Emission Monitoring Systems (CEMS) to ensure compliance with certification requirements. In continuation of the information shared on CPCB’s website dated September 3, 2025, and discussions held with manufacturers on August 20, August 31, and September 9, 2025, CPCB has mandated that all manufacturers secure product certification for their equipment to be eligible for listing on CPCB’s Online Continuous Emission Monitoring Systems (OCEMS) portal.
